A. D. Louie Walters accepts gratuities

I confronted Louie Walters about accepting gifts from sports equipment vendors at one of the Falcon Club meetings in the past. He addmitted recieving baseball tickets but quickly added "but I gave them away".
I then asked him if he was going to tell the Falcon Club members that he was personaly benifiting from spending F.C. money, he said "I am telling it now, I did give the tickets away".

Is this 'little' incident a small portion of a much bigger picture regarding his ethics? By giving the tickets away (doubtful), does that excuse that fact he took them?
