  • The council will consider approval of a Retail Phasing Agreement between
the city and Scotts Valley Land, LLC for the Woodside Development on Scotts Valley Drive.  Woodside is a 49 single family lot subdivision that will include three 5,500-square-foot retail buildings. Because of the downturn in the economy since the project was approved and the reduced need for retail space, the developer is proposing to phase the retail portion to meet market demand.
  • The council will discuss increasing wastewater rates in the city. The last time these rates were increased was in the 1995-96 fiscal year.
  • The council will consider issuing bonds to refinance unfunded pension liability with CalPERS. If approved, the city would issue bonds to pay off its CalPERS obligations since the interest rate on the bonds would be much lower than the interest rate charged by CalPERS.
  • The council will consider putting in a multi-purpose auditorium at the Scotts Valley Library site. In 2009, the Scotts Valley Redevelopment Agency acquired the 22,230-square-foot library property with bond proceeds. The long-range plan for the site was to build the 13,150-square-foot library in the first phase then work on remodeling the other 9,080-square-feet of the property as funds became available. The council will discuss future uses of the remaining property. Councilmember Dene Bustichi is recommending it be turned into a multi-purpose auditorium built with wood flooring to accommodate various recreational activities, such as basketball, volleyball, theater, aerobics and special events.
